How to make battle voices louder?

Soldier's voices are nearly unhearable, please, how to make them hearable without having to have minimal zoom? I edited Table.cfg file to change relevant volume to 1 , but no change :(

Why would you want to? It would get pretty annoying when they just repeat themselves over and over and over during the battle for some reason. If you zoom in you can hear them good and a lot of the time they just keep looping the same sound very annoying
