Can't make Berber Camels?!

Hey Y'all ,

I know there is a logical answer to this question, but I can't seem to find it even tho I should seem to be able to make them...

I'm playing Almohads, Early, Conquest, about 10 turns in, I control Morocco with a horse farmer, but I can't seem to be able to make them there.
I've looked at the tech trees and manual and must be missing the answer.

Any help is appriciated.

I always find the answer right after I do this...

I need a Keep, Bowyer Workshop...
