hi i have a question if i play rome total war campain there is a little red piont in the water with a blue stripe and i dont now what it meens please help

Do you mean like red point surrounded by a blue dashed circle?

If so you have inadvertently set up a rally point in the middle of the ocean.

You can do this by clicking on a port and then use ALT+Click to choose the rally point. What it means is that any ships built at that port will move automatically to the location you have selected.

You can do the same thing on land so that units march to a particular location once they have been trained. I use it a lot when forming new armies, usually directing them to a fort near the font line.

If you don't mean this then I need more info.
