    does the AI decide when civil war should break out or can I attack another roman faction at any time

    youl have to wait to be outlawed or 'til you get a pop-up that says you have enough support to take rome

    well i am not sure but i get outlaw when i siege rome

    you can get outlawed when you never do any senate missions, or ( when you have enough popular support )you decide to attack one of your roman allies ( or march on Rome.
    you cannot attack your roman friends before 1 of those 2 events.

    I always get outlawed simply because the people love me and the senators get pissed when I decide finishing my current wars is more important than conquering some backwater province of a nuetral faction...
