Question Regarding Naval Command

Hi folks, long time lurker at the org.

Received the game for Christmas, and have been playing incessantly. However, I am confused by the advancement of my admirals.

I tend to group my fleets into squadrons of 5. My first two squads I use non-stop to attack enemy fleets and complete those pesky blockade missions, however the admiral never advances in command rating. I try to fight against the largest enemy fleet I can find every round.

My ships reach full gold experience, and stay there, without any command rating.

What should I do differently in order to allow my admirals to advance in command rating?
