I have been trying to decipher how the AI determines which temple to build. Initially I was under the opinion that the AI randomly selected a temple for each city. In play I noticed that the AI seems to be fairly consistent in building the same temple for a given faction.
I started-restarted a game using vanilla RTW (no mods) and observed the gauls about 8 times. The gauls consistently picked the hunting temple (with the missile bonus) for all their cities.
If the AI does not randomly pick a temple, a possible improvement in AI gameplay may be to start the AI out with shrines of the better temples (those with better bonuses).
