No, the Manchus didn't consider themselves Han, but during most of the existence of the Qing dynasty, nationalism in the modern sense wasn't known or was rarely practiced and the sense of being "Chinese" didn't exist at the time, so Han at the time doesn't necessarily mean Chinese as it is only a modern term. But the Qing Dynasty was certainly a dynasty of China, and when the West encroached on the territories of the Qing, the Qing rulers did regard themselves as representatives of China.
