How to get to a game were the reforms come into play?

Thanks very much for these hints. I have finally seen the Reforms in my latest game as Brutii on Vh/H though, in 248 B.C.

Iron Man rules are rules you place on yourself to avoid the (considered)exploits in the game, for example don't bribe anyone and don't sell maps. There is a thread just for this elsewhere on the boards.

Could you tell me where? I wasn't able to find it...
