There is a Japan mod for Rome which you can find if you go to the main page of the forums and from there go to:
Total War Series -> Hosted Mods -> Sengoku Jidai

Its not based on Shogun but carries the same fame. There is also a Shogun mod for Medieval, maybe called Samurai Wars...
