Sounds like a territorial dispute to me.... slay the Pontus.

Well not so much a bug, an overlooked feature but not by too much. Pontus have already claimed rights to that city and you have come and interfered.

Pontus heard of your coming and decided to lay loose on the siege, the Rebels seeing opportunity to escape go out the back door abandoning the city only to run into your army.

the only way to claim rights is beat the rebel army and then attack Pontus.

When I have to read something three times to work out what you are saying there is an issue.

well, on occations i have one force beseige a city and another force pass the city and attack an enemy force near-by. the city defenders did not join the battle in this case. i guess, if this bug is present it is not consistent in all situations.
