I don't know that much about chatprograms. IRC is the protocol, the server if you want and programs like MIRC are what the clients (you and me) use. MIRC is something you have to run on your own computer. A site can create a channel, but that will be of little use for (registered) forumusers without having MIRC (or similar) installed. MIRC is not the only way to use IRC, there are also Java applets that can load in browsers and act like a client.
The current chat is an example of that. The Java applet is jpilot, which is commercial but a 3rd party is hosting for free, the server is IRC. It doesn't seem possible to use MIRC with the IRC server we got here, and the applet isn't all that perfect either. Both jpilot and running the irc server costs money, and there are advertisements. That could be the reason why MIRC is disabled (only guessing).
I'm working on an alternative.
