    If you think about it, other factions troops are usually on their own land. Bribe that army and if it works you will have YOUR army on SOMEONE ELSE'S land - most definitely an act of war

    If it is the other way around and you bribe another factions army on your land then for them to be thee in the first place, you must have been at war already for the army to have been in your territory

    Maybe bribing a wicked nice stack is worth going to war, especially if you can just propose a truce next round.
