As far as I can tell. If someone else can run a test with Protectorates it would be really great. I only use them to serve as permanent buffer zones with a strong enemy.

That, and I guess you can give ur protectorates lands on the outskirts of your territories. You know those faraway lands that generates like 100 gold but requiring 1000 to fortify...
