The Senate sometimes has a ten star general outside of settlements when you take Rome.
Yeah they do, but they have that from the beginning of the game. Just one full stack is chilling just outside of Rome and the General is amassing Stars without even fighting anyone...Originally Posted by evil_maniac from mars

I battled a 8 star gaul general that was invincible and had a huge man supply. He crushed me about 8 times and I crushed him about 4 times. Spent hours chasing him around. It got pretty stressful until I finally managed to kill him. Guess this was just a rarity though.

I've also only met high star Gaullic family members in field combat. However, they also start with such talented commanders.
The senate army actually wandered pretty far in my Briton game. They were way across the Rubicon and next to Arretium in Julii territory.
They left only 2 family members and a principes units in Rome, allowing me to sneak attack it in 1 turn, eliminating the faction and leaving the Julii to deal with the nasty rebel stack.
