Yes, I've had the same problem and it looks like an unintended bug. I was attacked by a Spanish army where there was no bridge. The infantry could not cross, although the cavalry could if I aligned them just right. It looks bugged to me.

In my case I had two Spanish armies to fight, one on my side and a larger garrison on the other (but the one that attacked was on my side, so it was not a "sally.") I killed the one on my side easily, but the other could not figure out how to cross. So then I had to figure out how to cross it...after 15 minutes I finally managed to figure out how to get all my cav across, but my infantry was stuck. Luckily of me, the AI let me destroy it's cav and infantry piece meal (my cav were badly outnumbered.)

Does the province you are in have roads yet?

If there are no roads then you are just at a ford in the river.

I encountered this the other day early in a campaign, and fighting the same spot 3 turns later there was a bridge. The difference? No roads and then roads.

i have never come across this problem before the patch. granted it was early into the game ten or less moves but the idea of an army trying to attack across a unfordable river seems like a bug to me. unfortunatley i could not resolve the battle there was no were to cross so had to abort it so lost it. cav or infantry could not cross the river. and animations went funny movements legs etc. but and this is the crux of the matter luckily i had advice set on high so when the general spoke regarding enemy units crossing a non existent bridge i knew there was a problem i actually think this may be a bug missed . i have it close to an auto save so i have and can make it happen again and again with exactly the same results

I never saw this happen until the patch, so it looks like a bug. The river is fordable on the strategic map so it should be fordable to all units on the battle map, but it is not. If you look closely you can see the narrow "bridge lane."

Yes, it happens only without roads.

I have experienced this before the patch, and it is not a bug. As already posted by Remus, a lack of bridge means that none of the provinces that border or encompase the bridge have roads yet built. Armies are not getting caught on these, they are placing them there because they are easily defensible positions. Instead of a bridge, there is a ford there. So if you were to attack this army, you would fight in a battle similar to that of a bridge battle, except instead of a narrow bridge crossing, you have a wider ford in which to attack or defend.
