Default Cheapening Forts to make the AI more resilient?

Okay, IU was thinking about the game recently and it seems that the AI never build forts fast enough and there is usually a buffer zone of provinces that get swapped around every few decades. These provinces are never held long (due to lack of defences) and never build up sufficiently to give the AI any advantages.

Anyway what I was thinking of doing was to half the construction time of the fortifications so that the AI is more likely to A) keep control of the province B) build up sufficient buildings that the province can be ofd use.

Any opinions on this? Would it help at all?

I don't think this will work...
The fact is that the AI manages badly the conquered lands, seldom building anuthing even where there are no outside threats.
The best example of this is when the Danes gets Sweder or Novgodord finland...
They build almost nothing and leave an almost empty garrison, letting rebellions taking the land back...
The best is yet to come.
