I've been getting a lot of the "accept or we will attack" demand with the "please do not attack" plea as well. I have yet to figure out the logic of the combination--must be the same programmer who did the general's traits. They do attack within two turns. But it seems their demand could be a bit more useful to them. And so far I couldn't get them to accept any reasonable counterproposal.
