Some kind of bug (or game-mecanism) makes the distance towards the king to the maximum when the king attacks something (and get a battle AFAIK). That got the same effect as your king trapped on Ireland with no port and that is mass rebellions. I think the bug is always active, but it's only relevant when your empire is large.
