    Default Modding starting populations?

    So wich folder and what do I change
    When a fox kills your chickens, do you kill the pigs for seeing what happened? No you go out and hunt the fox.

    One thing worth noting when changing starting populations:
    Make sure if you increase the population significantly so it reaches the next level, and you then change the government building to the next one, that you also change the bit that says: level town/city . If you forget to change that part to reflect the new status of the settlement, I don't think the city is upgradable during the game. I upped the population for Carthage and Antioch and took about 100 years before I noticed the AI hadn't been able to upgrade the city further when all the cities around it were large or huge.
