Yes, if you mean that lower happiness also means lower loyalty.

I believe that dread also helps inspire loyalty, though I don't know to what extent. So this may not be so bad - you got a little unhappiness but more dread to offset it. If you keep it up he could get "Tough Justice" (+3 dread, -1 happiness.) Just hope he doesn't end up with "Random Justice" (+3 dread, -5 happiness).
