Ok, so im assuming 63 is the number of hidden resources allowed. Is there a limit as to how many units can be given the same hidden resource? Like theoretically, could I give the hidden resource Rome to all units in the game or not?
No, AFAIK there's no limit as to how many units require the hidden_resource to be built. There may be a limit as to how many conditionals a single unit can have (ie, requires hidden_resource Rome or Sparta or Italy or gerbils etc.) but we've not yet discovered it.
