I don't know specifically.
I did have a great experience with the enemy using it against my Julii troops a while back though.
The armies crashed together and started battling it out. They had a core of Swordsmen in the center of their line and I packed an extra unit of Hastati behind the front line to take the impact of the charge more readily. Once the lines were on contact for about 2 seconds the enemy turned the Warcry feature on and they cleaved their way handily through the first unit that they found themselves faced with, and it took until they'd battered their way through that frontline unit and well into the 2nd Hastati unit that they were halted. All that I could see was my men falling down as fast as their swords could be wielded.
It was a great scene, but it took less than 10 seconds to rout the enemy anyway so it was just a bitter-sweet victory.

Hmmm... I have only seen it get used just prior to a charge, not during a fight itself.

I do not know. But hey, its realistic and it's fun
I did some tests on this a LONG time ago (comparing unit with war cry on to unit with modded stats), and came to the conclusion that it was about +4 attack -- quite a nice boost.
