From tests, bribery can be argued as a function of projected income:Investigation of Bribery Costs I haven't tried yet if it is the same for cities. But it is straightforward when it comes to units.

If he does money cheats, I'm not sure if the computer uses that as a basis for projected income. Basically, the higher the projected income, the higher the bribes (aside from the other factors that are arguably constant that affects the final cost).

Samasamas, I don't know how to do the money cheat. Can you tell me what it does to the projected income? i.e. Write down your projected income, do the cheat function then write down the projected income. And also how do you actually use the money-cheat? (so I can test myself).

    Thx

Capitals are'nt suppose to be bribed, but how it was countered was by increasing the capitals price to an uber amount. On very hard campaign difficulty it is possible for the A.I. to get an uber amount and I kept getting my capital bribed away on me.
