They deleted them as they were 'unrealistic'. Annoyingly they also got rid of all the lorica segmenta units for the romans (i.e. late legionaries, praetorians and urbs). The thing is the Romans did have the lorica segmenta at the time of Augustus which is within the game timeline and should still get them. It also means other factions actually get better legionaries towards the end of the game than the Romans.
