    were can i edit these values? or is there a mod that can do this for me

    There are two options here:

    1) Edit descr_battle_map_movement_modifiers.txt. The advantages are that it applies across the board, it's easy to do, you can change the movement ratio of various terrain types (e.g., making units move more slowly on snow but the same rate on dirt), and it's guaranteed bug-free. The disadvantages are that animations look odd (since they aren't slowed down/sped up, but the distance covered is), and that you can't apply it to specific units only.

    2) Use Vercingetorix's AnimEditor, which you can find in the Guides, Tutorials, and Tools section of the Guild's RTW modding board. The advantages are that you can edit relative movement speeds (e.g., slowing down cataphracts and speeding up light cavalry) and that the animations look more natural. The disadvantages are that it's time-consuming, it's less straightforward, you can't modify the movement ratios of terrain types, and there may be some bugs.

    tnx, think i'l try to edit the models themselves as doing a it generally will leave the same probs
