I beleive they wear clothes. Even the naked fanatics wear clothes. But only a rag sort of thing. Much like Thracian warriors..

The militia cavalry saved me a few times in the early game, two units of htem working together can really devestate the AI. Thrace has a difficult run in the first part of the game (Pontus, Scythia, Dacia, Macedon, The Greek Cities and the Brutii all can attack you within five turns), but if you can tech up their later forces are pretty brutal.
