I take it you want to make new models.

Well first you will need two tools. Xpak and the CAS extractor. Find them here.

ive got 3ds max 7 i unpacked all the files that are supposed to be, but when i look in the file data to open any of them all of the folders are empty. when i look at them out of 3ds max they are there help anyone?

You need to import them using Vercingetorix's tool rather than open them in the normal way.

i used Vercingetorix's tool by the data file i ment the one that the tool creates to store all the unpacked files

The 'tool' in question is NOT the animation tool, or the Pak file extractor. It is a Maxscript file that works like a plugin to import and export RTW format files to Max.
