Actually 30k of treasure is not too much for bribing a single enemy (also rebel) general, and for bribing two it is most probably too little. Moreover, if you failed bribe attempts already, those guy have acquired some loyal traits making them even more difficult to bribe.
Another point, if one of the guys was either leader or heir of the faction, he is impregnable to bribe, even if he is just a rebel now.
