Does having a low loyalty governor make the provence he governs loyalty lower?
The short answer is no. He may have certain traits that could lower your province's happiness (and possibly his loyalty as well), but a poor loyalty rating in and of itself won't lower your province's happiness.

But no province rebels just because its governor doesn't like your faction leader.
It's happened to me numerous times where a governor has rebelled against me, but then the province itself (i.e., the people) spontaneously raises a Loyalist army to put down my wayward governor. It's actually pretty cool when that happens. The nobles might not always like me, but the common folk sure do!![]()
