    Default Making Governors out of captains in settlement

    Is there a way to "appoint" one of your captain in a governor-less city as governor? I found it annoying having the generals to travel far and wide for them to the cities, while making those governors, when outside a city back into captains again. It is not realistic for a city without a sole administrator.

    just set it for manage all settlements if you dont want to use gen's as govs
