I think he does. I think that each faction should have more than the 5000 denarii issued on RTW easy, It should be like 20,000 on easy, and 5,000 on hard.

I'm guessign they'll make it as realistic as possible- i.e if a country/faction WAS rich then they'll be rich at the start of the game.
