To enable the -show_err command line switch, create a shortcut to RomeTW.exe, then right-click on it and select Properties. In the Target field, go to the very end, after the quotation mark, and add a space followed by -show_err. The line should now read something like:
"C:\Program Files\Activision\Rome - Total War\RomeTW.exe" -show_err
But I think I can tell you your problem straight off. The building name is "imperial_palace", not "royal_palace".
