Anyone else run into 1 of these famous characters

You will also see Gaius Julius and many others. Unfortunately, it doesnt mean they are special characters, it just means the name randomization made it look like there are special characters.

If Gaius is in a list of names that are randomly chosen, and you are playing the Julii with the last name of Julius, there is a fairly good chance that somewhere along the campaign, one woman will give birth to a boy named Gaius Julius. I've had a few. Most of them were drunkards
