What would happen if i had a vanilla rome and just changed textures of the units and tried to play online, would the other people see my unit textures?

I would imagine not, the game probably only references as little data as it needs to from each computer for multiplayer. Heavy stuff like image files would probably be sourced locally.

I cannot think of any game, online specialised games included, that do this. There is a very limited amount of data that can be transmitted realtime at normal 'online connection' speeds without slowing down the game. What tends to happen is that the game will send changes to the data only.
You can set up a system where you pre-send your skins to the opponent for a multiplayer battle, but this makes for lengthy delays before the action starts, so game companies don't bother. There are too many opportunities for these things to go wrong, overwrite data etc. so they don't bother.
