On rare occasions you can find people playing on the fakeservers. Your best bet is to contact the diehards that post in the Sword Dojo via Private Message here, and arrange to meet and play.
Those few who are playing nowadays are using Shogun: Total War - Mongol Invasions (a.k.a STW Warlod Edition. MI/WE). The first thing you'll want to do is download and install the 1.02 beta patch from totalwar.com if you don't have it already.
To access Shambles fakeserver, which is where most have been playing recently, you need to change the first line in your internet.cfg file (in your shogun main game folder) to:
ChatserverIPAddress = ShogunTW.no-ip.info
Then you log in via the game by choosing:
1. Multiplayer
2. Play on EA Server (not LAN game)
You'll need to pick a nickname and Japanese clan name, and enter your CD key (I'm pretty sure about the CD-key anyway). Password doesn't matter.
Sometimes the log in process sticks at "Logging in ..." or "Logged In." If it does, cancel the Log In process and try again. If you are successful you will find yourself in the fakeserver game lobby, which looks pretty much like the old official game lobby.
Sometimes after a game you get bounced out of the lobby and back to the log in screen. When this happens it's sometimes necessary to change your name in order to log back in successfully (your old name is still there, but grayed out). Whenever you can't get back in, try changing your name/Japanese clan name. This usually works.
Shambles also posted a thread in the Sword Dojo recently called "How to Host on Shogun" or something like that. Check it for more detailed information.
