As you said Tiundaland, Attundaland and Fjärdhundraland, are thought to have developed during AD 1000, but Uppland on the other hand is even newer. The fact that they're bound to the recruitment didn't keep the sagas from using them and I don't see how anyone else should be.
However, it's not their use I'm argueing for, but more that you'd call the province with Uppsala Svealand or Svithjod and the one including Birka something else, maybe Södermanland.
