also when playing as julii is there a way to make it so that i can govern settlements myself instead of having to automanage them if i dont have a faction member there?
I am not sure if there was a mod that froze your money, but you can always edit a file in your rome total war data file. Also you can manage your city without a governor, you can automanage like me. This will take about 30mins to an hour when your faction grow so big, so just put them in automanage. If you can't manage your settlement maybe you didn't check the options to when you start your campaign.

Poke around in the Guides section. I've played on every faction on VH/VH and it's quite possible to have a nice economy with 5-10 turns if you play your cards right.
Money is easy to come by.
i dont have time to earn money. i have a huge military force and will only keep building it. i used the mmdox trainer for 1.1 and are considering going back down to 1.1

Indeed. Read afew of the guides and you will not need a trainer.
Or you can ask for a mid-game Selucid save and be rolling in denarii and the best military line up of any faction.
