I only build troops in my homeland provinces and only at the level my best city can provide. When I take a city, high or low evolved, I always rise all buildings and start building from scratch in that city. The only military structure I build outside my homelands are barracks. Now, I play RTR, and they´ve applied a ZoR-system to it so my game-style is therefore favourable to that particular mod.
