Wasn't there supposed to be a scenario editor for the game? If there is, where can I find it?

If you are referring to a scenario editor as in changing the start position on the strategic map (full map of Japan), the units present, province ownership etc, then there's no such thing coming together with STWWE / MI. The editing capability that comes with the game is only for tactical maps.

but don't you have an editor for such things Hecose?

Anyway, I also have a database that I can send u thru e-mail (which, I believe, Hecose's program is based upon), which would probly help u too.

Yup, I have indeed written a campaign editor, because no such editor comes with the game itself. It can be downloaded from totalwar.org.
