influence increases the chance of a successful dipliomatic negotiation (in a dipliomat/general who is approached) and also adds to public order.

While we're on the subject, could someone enlighten me as to the exact effect of the "Increase/Decrease Popularity with Senate/People" effect for traits and ancillaries. I assume it refers to the meters on the Senate Floor tab of the Senate window, but how? Does it only work on Faction Leaders, or does any character affect it slightly, or what. Anybody know?
