Ok, since I use the same technique ( a lot ) I guess I don't mind that sometimes the AI does it. I have a tendency to turtle along until the timing is right and then hit some poor faction that is looking the other way, or shows weakness. I do this because its easier than taking on a strong enemy, and also because I do not want other factions to get all of those provinces.
Bottom line, you have to leave a strong army in every province that is adjacent to another faction, regardless of whether they are allies or not. In STW it was the Uesugi, they would offer an alliance then attack the next turn, in MTW it seems to be the Egyptians and French.
Since you are out to rule the world, eventually you will turn on every other faction. So expect them to do the same, it makes the game more challenging.
