First the Scipii has to tech up to a temple that allows them to be built, and then you have to take a city that has that temple is currently in enemy hands or start the civil war and take it from them.

Also from what I've read I believe the Carthagens and Greeks can also train these if they take over a city with the temple of Neptune at the correct tech level.

You might just be able to change some files to let the Julii build temples to Neptune.

However, there is a chance that it still wouldn't let you build deceres.

Oh ya, why do you even need deceres as Julii. You don't really need them, you can crush all of your opponents on land. As the Scipii, I built a few lead my navy to take out some egyptian full stacks.

Decere's can also be built from the next level of temple of Neptune, if I'm not mistaken, haven't played vanilla in forever.

You do realize that this is almost 7 years old thread?

Your Majesty, it doesn't really matter if this thread is that old--10 years--what matters is, its contents make people contented. But yes--why do Julii need superships as deceres when they can take the entire world with their legions and a few biremes? Hawooh.

You know, the Romans during the times of the early Republic were notoriously bad sailors. During their initial conflict with Carthage they lost more armies to storms and sea wrecks than to enemy troops. I know this has nothing to do with the thread
