There is no difference. Only the Romans get Arcanii.

He's telling you the truth, Arcanii = Roman Arcanii. Like he said only the romans can get Arcanii. So don't worry your arcanii that you can train right now are Roman Arcanii.

That is a pre-release version of the arcani model/skin. It means nothing, the version that is in the game is the one that counts.
