Turning the faction from minor to major is just the start; did you edit the 'setstartruler' section so that Novgorod and the Papacy have set rulers?
You should have something like this:
SetStartLeader:: FN_PAPIST 0 8 2 1 8 20 2 1 2 7
In the setstartleader section, which is telling the game that (0) the ruler is the first with his name; (8) there are 8 rulers coming after him, and the rulers roman numerals are determined by the list of numbers in the final part.
Heres one for Novgorod if you just wanna copy and paste it into the section.

No i did what Edyz told me, and it worked without editing the Setstartleader section
There's no need to set the rulers.... They are already arranged, in VI....
But I have to eliminate the CTD so I can play Novgorod and Papacy on GA...
