I think it'll be a barracks, something like a meeting hall, but bigger?
It looks like more B.S, but i cant be sure.
It sounds kinda like a tavern/barracks.
Of course we all know how anything that CA makes for BI is automatically and casually dismissed as BS.

I'm sorry but the "Hundredmen Hall" sounds like the title of a low budget japanese adult video.
Judging from the description, and the fact that the descriptions for the barbarian barracks buildings in original RTW is VERY similar to it's description, I'd say it's a safe assumption that this Hundredmen's Hall is some sort of Barbarian barracks building.

I just think it's upgraded level (4th) or the barracks.

And very possibly, available to the barbarians because they had the halls.....

hundredmen was a military unit, if I'm not wrong. Notice how it sounds like 'century'? Sounds like a barracks to me, but calling it hundredmen in english sounds a) shameless and b) ungrammatical.
