I'm assuming you'd want to combine 2 assassins to increase their chance of success?
That was the plan, because surely if it was a hard target to hit a faction would have used more agents to perform the job. I just don't like surrounding a city with my assassins and having each one attack independently with a slim chance of success.
I don't think multiple agents can take missions anyway. Have you tried putting them both in an army and ordering them simultaneously from the Agents tab?
