scenario editor?

ok, is there a scenario editor that lets you use your own maps? Because ive just made my first map and its not much cop for custom battle but I think it would make a brill scenario

There isn't a scenario editor, you could however make historical battles and historical campaigns using a texteditor. The former can be used to make a scenario that consist of 1 battle, the latter can be used to link many battles into a story. Totalwar.org has many Historical battles in the download section, there's also a fictional scenario in the Historical Campaign section: Ikki which has 33 battles linked together. The Ikki scenario also has a document and a simple example to help you make your own scenarios. You'll also find useful tools to help make scenarios like Dougs MapGrid and Planners.
