    I have caused the rebellions numerous times in enemy provinces by using swarms of spies. For example, I took Chersonesos from the Scythians, but I was already entangled in a much bigger struggle with Pontus and Egypt. I couldn't afford to fully garrison the townand it was taken by the fiendish Scythians.

    Out of spite, I gathered up all of my spies and sent them to disrupt the population. I trained one or two here and there when I had extra funds. Well, the public order in their town dropped below 50% and they were kicked out by rebel slaves. It was pretty funny. Then, they retook the town, and I kept my spies in there the whole time. They got kicked out by rebel slaves twice more, and by that time I had marched a stack up there to take care of them once and for all. They never had a chance to consolidate their power because they were always fighting rebel slaves to get their city back.

    About the invasions:
    Of course it has nothing to do with the reload bug, it is something specific to the relation between roman and non-roman factions.
    About the revolts:
    I never said there were no revolts at all, just that some cities go on below 50 for years with no revolt despite a frantic spy/assassin activity.
