How to mod building bonuses to counter squalor

Squalor Problems ?! Too many Cities that rebel under your iron rule ? Here you have a fast solution !

My way :

Open
C: \ Program Files\Activision\Rome - Total War\Data\export_descr_buildings.txt

search for "law_bonus" and "happiness_bonus" and increase the values

Or add to the governors_house governors_villa governors_palace proconsuls_palace imperial_palace this new lines :

trade_base_income_bonus bonus 6
law_bonus bonus 8

I keep trying this and I cant get it to work it just crashes before i get to the menu. And im suffering.
