wel , for the 'barbarian lands' every Region woudl have it's own faction (tribes) AoR itself is mostly used to portrait soldiers that hav etheir own tribe, but cant be part of a faction due to limits.
only AoR units left would be teh mercs.
but this is all wishfull thinking. Hard coded will not be cracked. and AoR or whatever EB will call it is a great way to portrait many tribes/peoples
